Cannot Remove the First Tissue

We buy these tissues from Staples. It appears that the tissues are packed upside down because there is no "edge" to pull out the first tissue. I typically have to remove several tissues to get the"pop-up" started and l tear the first couple sheets. This is frustrating. Once started it works ok.
